Texas Hydrogen Roadmap

Texas has the most extensive experience, infrastructure, and knowledge in the U.S. in producing, storing and transporting hydrogen. At the same time, Texas faces challenges to improve air quality in major cities, growing electricity demand and cost, and the need for a Texas response to climate change and carbon markets. In addition to natural gas as a hydrogen feedstock, Texas has the largest resource base for hydrogen from renewable sources, including wind, solar and biomass.

The Texas Hydrogen Roadmap was developed to help create a framework for Texas. The Roadmap is the result of work by the Houston Advanced Research Center (HARC) and the Texas H2 Coalition. The National Renewable Energy Laboratory (NREL) provided scenario analysis based on the National Academy of Sciences 2008 report on hydrogen. The State Energy Conservation Office (SECO) provided project support.

Three Roadmap scenarios or routes are identified, each having differing levels of risk and engagement. These include a wait-and-see route, a moderate participation route, and a leadership route. A comprehensive hydrogen framework and near term actions are set forth in the Plan.

Texas Hydrogen Roadmap Workshop

The Texas Hydrogen Roadmap Workshop was held on Tuesday, August 19, 2008 at the Houston Advanced Research Center with 41 participants who helped identify and develop near-term and mid-term Texas strategies. The workshop brought together a wide range of stakeholders including energy companies, governmental agencies, universities, and others with direct hydrogen interest. Group discussions included: Texas hydrogen advantages and strengths, what other states are doing, what incentives and projects are needed in the near term, how Texas fits into national strategies, and how Texas might best organize itself based on other states' experience and Texas strengths.

Next Steps: A draft Texas hydrogen roadmap is being developed based on workshop discussions and concepts, as well as strategic research accompanying this process. Detailed input will be requested from workshop participants and stakeholders. The draft roadmap will be distributed for review and comment, and finalized before the end of 2008.
