1. Purpose
The Research Management Organization (RMO) for the Texas Environmental Research Consortium (TERC) will follow procedures set forth herein for the consideration of unsolicited proposals.
2. Definitions
The following words and terms, when used in this policy have the following meanings, unless the context clearly indicates otherwise.
- Unsolicited proposal - A written proposal received by the RMO outside of the normal RFP (request for proposal) process which describes a proposed research project and requests funding support. Concept papers or research descriptions submitted to the RMO will not be considered proposals and, as such, will not be formally considered for funding.
- Research Management Organization (RMO) - A function of the Texas Environmental Research Consortium (TERC) to administer and manage research capabilities in the areas of ozone science and air modeling along the East Texas Gulf Coast region. (The Houston Advanced Research Center (HARC) currently provides this function for TERC.)
- Provider - An individual or entity that provides scientific or technical services.
- Subprovider - A provider proposing to perform work through a contractual agreement with the provider.
- Scientific services - Research studies, analyses, data management, and document preparation services required by the Texas Environmental Research Consortium (or the RMO) and performed by a chemist, meteorologist, computer modeler, engineer, or other scientific expert.
- Technical expert - A chemist, meteorologist, computer modeler, engineer, or other technical expert in a natural, physical, or environmental science qualified to conduct a study for TERC. This definition includes a firm or institution employing one or more technical or scientific experts.
- Pre-proposal - Short description of a proposed project.
3. Overall policy
- A general RFP for receiving otherwise unsolicited proposals will be announced and posted on the RMO web site (currently www.harc.edu/air/). The announcement will request pre-proposal only.
- If a pre-proposal is selected for consideration, then a full proposal will be requested;
- The budget for this general RFP will be developed based on number of projects that will be selected and the availability of funding.
- The process of reviewing and selecting pre-proposals will take place once each year.
- Pre-proposals will be distributed to Science Advisory Committee members for review;
- Pre-proposals will be evaluated for concurrence with the TERC Strategic Research Plan;
- Those submitting unsolicited proposals will be informed of the policy contained herein.
4. Proposals
- Proposal format. The proposal should follow the format recommended by the RMO. This format will be posted on the RMO website or may be requested by a provider from the RMO.
- Receiving proposals. Proposals submitted in paper or electronic format will be opened and reviewed by the RMO. By submitting a proposal, the applicant grants HARC permission to share the application with the SAC. Applications containing proprietary or other type of confidential information will not be reviewed.
- Proposals evaluation. The RMO will review the proposal to determine if it is (1) within the scope of the TERC Strategic Research Plan and (2) consistent with TERC's mission statement. At its discretion, the RMO may also forward proposals for review by the Science Advisory Committee that the RMO considers to be worthy of further consideration by the SAC. The RMO will submit the proposal to the SAC for their consideration. The proposal will be reviewed in a manner consistent with the RMO's proposal review criteria.
- Informing the SAC. The SAC will be informed of unsolicited proposals received by the RMO.
