Recent attempts to reconcile ambient measurements of VOC in the Houston – Galveston airshed with reported emissions have led to the widespread belief that VOC emissions from industrial sources in the Houston – Galveston area are underestimated. Significant improvements to the VOC emissions inventories are needed for the Ozone State Implementation Plan (SIP) Mid Course Review. VOC emissions experts generally agree that the uncertainties in the overall VOC emissions inventory derive largely from uncertainties in emissions from flares, cooling towers, and fugitives. The goal of this project is to collect, archive, and report on information from a representative sampling of industrial plants site in the Houston-Galveston area on the design, operation, and associated emissions for flares, cooling towers, and fugitive emission sources. The information will be used as part of a comprehensive research strategy designed to identify how these source features may affect the emissions inventory.
