Title:Assessment of TERP Implementation in HGA Region

This project consists of first assessing the existing emission inventories for on-road and off-road mobile sources in the HGA, and the revised emission inventories for the mid-course review. A literature review will then be performed of the existing data on current and emerging emission reduction technologies for on-road vehicles and off-road diesel vehicles and equipment. The emission reductions achieved to date and the projected emissions of the Texas Emission Reduction Program (TERP) and Houston-Galveston Area Council (H-GAC) Voluntary Mobile Source Emissions Reduction Program (VMEP) programs will be reviewed and assessed. Based on the results of the technology review, the TERP/H-GAC program assessments, and a review of the California Carl Moyer program, an action plan will then be developed that will include recommendations on program improvements and/or enhancements for the TERP and H-GAC programs, promising control measures, and timeline, with the goal of achieving the mandatory emission reduction.
