This project develops an action plan to achieve appropriate emission reductions from on-road and off-road mobile sources in the DFW area. The project assesses the existing emission inventories for on-road and off-road mobile sources in the DFW area, and any revised emission inventories. There is a review of existing data on current and emerging emission reduction technologies for on-road vehicles and off-road diesel vehicles and equipment. This includes consideration of emission reductions achieved to date and the projected emission of the Texas Emission Reduction Program (TERP) and North Central Texas COG (NCTCOG). The Investigators develop an action pan to achieve appropriate emission reductions from on-road and off-road mobile sources, including recommendations on program improvements or enhancements, control measures, and a timeline for implementation. The contractor and TCEQ work together to determine the methods to be used in this assessment. Base the action plan on the results of the technology review, the TERP/H-GAC program assessments, and a review of the California Carl Moyer program and include possible enhancements for the TERP and NCTCOG programs, promising control measures, and time needed for implementation.
