The Houston Advanced Research Center (HARC) is soliciting proposals for one research study with total funding of approximately $75,000.

Title: Field Test of Cooling Towers Related Emissions
Funding: $75,000

The objective of this project is to perform field testing on the existing Appendix P El Paso method and two additional test methods (VOA and chlorine analysis). The goal is to demonstrate that these methods continue to meet the TCEQ data quality objectives in the field. In other words, the product of this project is field-proven testing methodologies for detecting leaks of organic compounds from heat exchangers into cooling water and quantifying their resulting air emissions. However, if the quality requirements are not met during the field test, the product of this project will then be recommendations on potential modifications to the analytical methods.

Alternative Transportation & Small Diesel Generators

The Houston Advanced Research Center (HARC) is soliciting proposals for two research studies with total funding of approximately $100,000.

Project Descriptions

Title: Assessment of incentives for alternatives transportation measures
Funding: $60,000

The purpose of this project is to identify effective alternative transportation incentives to reduce vehicle miles of travel in the region. A household survey is to be done intended to determine the degree to which drivers in the Houston/Galveston area would respond to financial incentives to drive fewer miles and what amount of incentives would stimulate different travel mode choices by drivers. Survey results should be compared to empirical data from other cities, existing case studies from the Houston/Galveston area, and other surveys such as the Texas Environmental Survey. The project should conclude with an estimate of the potential reduction in vehicle miles from a comprehensive program of commuter and other incentives.

Title: Estimates of emissions for small scale diesel generators
Funding: $40,000

The purpose of this project is to assess the regional impact of NOx emissions from small diesel generators. The project should perform a survey of the existing, diesel-fueled back-up electricity generators and other diesel generators in the region, including their operating characteristics, ascertain their current emission profile, and assess their potential to increase NOx emissions. Back-up generators, generally powered by diesel fuel, can have emission rates of up to 100 times the rate of central station power plants. These generators are estimated to emit roughly 5 tons of NOx per day on the Houston region, but this estimate from the SIP is very crude. If these units, which are traditionally operated only during distribution grid failures, are operated for economic reasons (when power process are high), they can contribute significant additional amounts of NOx emissions. These addition emissions are currently unaccounted for in the SIP and could undermine the investments to clean up large power plants.

Top-Down Emissions Inventory Analysis

The Science Advisory Committee of the Texas Environmental Research Consortium (TERC) has recommended that the Houston Advanced Research Center (HARC) solicit preliminary proposals for "top down" approaches to emissions inventories for point source emissions. These five-page preliminary proposals are due by midnight June 7, 2002. From these submissions, researchers will be selected to submit full proposals by July 19, 2002. Projects may range from $50,000 to $75,000 and will be completed before the end of 2002, with a total of $150,000 currently identified for funding.

Project Description
Preliminary proposals will identify potential approaches that would help verify or reconcile current large point source emissions inventories. If funded, the project(s) would then review the applicable data and develop an appropriate method or methods to reconcile the ambient monitoring data to the reported emissions inventory (i.e., develop a "top down" inventory). The preliminary proposals should identify an alternative method or methods to the current "bottom-up" inventories; and set forth the strengths and weakness of the resulting "top down inventory" approach. Those submitting preliminary proposals are encouraged to develop innovative approaches that reflect the latest tools and techniques. The resulting "top down" emissions inventory should be suitable for use in the Houston-Galveston Area State Implementation Plan (SIP) with sufficient documentation detail to meet SIP requirements.

The Houston Advanced Research Center (HARC) is soliciting proposals for three ozone science and air modeling research projects with total funding of approximately $400,000. HARC is serving as the management organization for a major research initiative in Texas on ground-level ozone. The purpose of this initiative, called the Texas Environmental Research Consortium, is to improve science and atmospheric modeling essential to support air quality decisions in Texas. HARC's role is to engage scientists from universities, public research organizations, and private companies to conduct independent research. Research projects will be selected in coordination with the Texas Natural Resource Conservation Commission (TNRCC) and a Science Advisory Committee organized for this purpose. Additional research announcements will be forthcoming in future weeks.
