| Houston Environmental Foresight |
Houston Environmental Foresight is a private, non-governmental program with a vision of environmental improvement for the Houston region. The program was initiated in 1993 by the Houston Advanced Research Center's Center for Global Studies as part of HARC's Environmental Initiatives. For this program, the Houston region is defined as the eight counties of Brazoria, Chambers, Fort Bend, Galveston, Harris, Liberty, Montgomery, and Waller. The region is home to more than five million people and has significant environmental resources and problems. This report of the Foresight Committee unites scientific information and community values in a comprehensive look at major environmental issues that face the Houston region.
The program was formally initiated in June 1994, following a year of preparation and consultation with community groups and leaders. The Science Panel and Subpanels completed most of their work in twelve months with on-going interaction with the Foresight Committee during the spring and summer of 1995. The Foresight Committee completed its ranking of environmental concerns leading to this report in August 1995.
Numerous organizations provided support to this program, but particularly important were the Houston Endowment, Inc. and the U.S. Environmental Protection Agency.

The Houston Environmental Foresight program generated 5 reports, which include Seeking Environmental Improvement, Houston Environment 1995, and three reports on Recommendations for Environmental Improvement.

In Phase 1, the Foresight program successfully organized scientists and community stakeholders, conducted a comprehensive environmental analysis, and achieved consensus on the ranking of major environmental concerns.

Foresight Phase 2 established a process to design and reach agreement on achievable recommendations that could be used by decision makers in the region.
