The initial membership was approved in early 1994 after consultation with a wide range of community organizations and elected officials. Foresight Committee members now nominate replacements as needed for review and approval by the Board of Selectors.

Board of Selectors
The Board of Selectors was appointed in early 1994 by the Houston Advanced Research Center. The Board of Selectors named members of the Foresight Committee and replacements, as needed. Board members have not participated in any decisions or writing of the various Foresight program reports as their primary role is to ensure inclusion and balance of participants.
