The Science Panel established three subpanels to consider environmental risk from different scientific perspectives; Ecosystems Subpanel, Health Subpanel, and Socioeconomical Subpanel. The Science Panel appointed members to the subpanels in early 1994 and added additional members as needs became apparent. No perspective which requested inclusion was refused. Scientists and experts from within the region were appointed to the subpanels based on their scientific credibility within their specialty. About ninety subpanel members have brought Houston's best thinking, methods, and data to bear on identified environmental issues. Ultimately, however, the data and analysis have been interpreted by the informed judgment of panel members.
