| Water in the Lower Rio Grande/Río Bravo Basin |
In the fall of 1995, EPA/NSF, as part of the STAR Water and Watersheds Program, awarded the Houston Advanced Research Center (HARC) grant No. R 824799-01-0 to conduct an interdisciplinary assessment of the linkages between water and development in the binational Lower Rio Grande/Río Bravo Basin. HARC and the Instituto Tecnológico y de Estudios Superiores de Monterrey (ITESM, Monterrey, Nuevo Leon, assembled an interdisciplinary team from Mexico and the United States to carry out the assessment. The work was completed in 2000. Assessment results remain significant.
The project had three objectives:
- Develop comparable data sets on water and development from both Mexican and U.S. sources for the entire basin,
- Analyze water resource and management issues as critical factors for the region's long-term development, and
- Identify options for water management that could lead to a sustainable path of regional development.

To carry out the project, task force members from Mexico and the United States were organized into six teams: water supply & demand, water quality, population, socio-economic development, ecology, and water management. All task force members worked together on project design and data integration. A smaller sub-group of the task force completed this report.
