Benefits of Sponsors of the Consortium
Through participation in the Consortium, sponsors receive numerous benefits, a few of which are listed below:
- Transfers and demonstrates technology developed in Navy laboratories to support the US maritime and offshore industries, in keeping with the NAVSEA-Carderock's OPNAV-approved charter.
- Maintains dominance of US maritime and offshore industry by advancing technologies
- Mitigates risk and reduces cost to the industry by taking advantage of mature technologies developed by Navy with taxpayers' support
- Improves safety performance and assures environmentally-sustainable development
- Shortens the time to production of oil and gas reserves, benefiting the domestic petroleum industry and Federal and State governments
- Enhances the capabilities along the Gulf Coast, and trains the next generation of work force
- Strengthens national energy security, domestic supply, infrastructure stability and self-reliance
Who Should Sponsor
The Consortium desires that all segments of the supply chain are represented. As a result, sponsorship is open to all corporations, universities, laboratories, institutes, non-profit corporations, governmental agencies, or other legal entities having an interest in the activities. Key sponsors include end-users of technologies, service companies, suppliers, distributors, contractors and systems design integrators. The Consortium is sensitive to the business interests of sponsors. Activities will be consistent with the Strategic and Operating Plan developed from sponsor input.
Strategic and Operating Plan
The Strategic and Operating Plan includes:
- Map Technology Needs - Work with sponsors to identify priorities
- Catalog Available Navy Technologies
- Develop summaries of applicable Navy technologies that are available for technology transfer
- Communicate summaries to sponsor through secured web site, technology fairs and other methods
- Organize Technology Transfer and Demonstration Projects Among Sponsors
- Generate project ideas on related topics that are of interest to sponsors
- Facilitate development of a qualified team to pursue interdisciplinary projects
- Pursue third-party grant funding as necessary to advance projects
- Serve as a Clearinghouse for Information
- Make results and other information available to sponsors before public
- Create users and discussion groups among sponsors
- Provide useful industry contacts throughout the entire supply chain
- Develop Educational Programs
- Educate general public regarding offshore and maritime technologies
- Work with universities to create academic programs utilizing the Program's resources
- Provide professional continuing education classes on topics of interest to sponsors
- Use student interns including post-doctoral professionals to advance the Program's activities
Timing and Cost
The Consortium is a multi-year effort with sponsors having the option to renew their sponsorship on an annual basis. Each year sponsors are invited to renew their sponsorship. Sponsorship Fees include the following:

An administrative fee may be assessed on supplemental projects to help defray administrative costs associated with the specific project. HARC reserves the right to adjust sponsorship fees on an annual basis.
