The Texas Joint Center for Transportation and Air Quality is soliciting proposals for funding as part of the 2007 program. Proposal topics must address one of the four selected research areas and be applicable to the Houston and Dallas/Fort Worth nonattainment regions:
- Topic 1: Use of B99/B100 biodiesel in major Texas transportation systems emission sources (JC1.07)
- Topic 2: Application of information/communication technologies (ICT) to reduce trips or shift trips to alternative travel modes (JC2.07)
- Topic 3: MOBILE6 CO and NOx emissions over/under estimation (JC3.07)
- Topic 4: Vehicle scrappage/turnover acceleration analysis (JC4.07)

Proposals Decisions: by July 9, 2007
Award Funding
HARC anticipates making two to three (2 - 3) awards under this RFP. The awards can range from 12 to 24 months with total available funding for all awards expected to be $100,000.
Eligibility
Only accredited academic institutions and not-for-profit research organizations are eligible to compete under this RFP, although the lead applicant may include private companies as subcontractors. The total subcontract(s) amount should not exceed 25 percent of the total award from the Joint Center. Prior awards have included only universities in Texas.

Are there any restrictions on the F&A costs under this program?
Answer
There are no restrictions on the F&A Costs (sometimes known as indirect costs) under this program. Any organization responding to this RFP may use their current federally negotiated indirect cost rate in preparing the budget.

Is the Houston-Galveston Area Council eligible to apply as a non-profit?
Answer
Non-profit organizations are eligible to apply as specified in the RFP.
Question
One aspect of our proposal includes the utilization of an outside research/marketing firm for data collection. Regarding 'Form 55', do the details of the company or individuals working at the company need to be specified in the lower section of the form? Also, do we need to specify some sort of resume for the company as we have done for each of the project personnel?
Answer
Listing the firm and a brief statement of who they are and what they do would be sufficient.

Does the scope of Topic 1 include experimental engine work using biodiesel fuels?
Answer
Topics are open to a range of ideas for proposals, so engine work is certainly not precluded.
