Alex began working at HARC in April 2004 as a Research Scientist. Alex has managed numerous projects that involve measurements of air pollutants and improvement of emissions inventories and has been quoted in national radio and newspaper publications on these topics. Alex works closely with the technical support staff at the Texas Commission on Environmental Quality (TCEQ), the Environmental Protection Agency (EPA), and nationally recognized air quality researchers at universities, environmental firms, and government laboratories when working on air quality and climate change issues. Alex consults with business representatives and environmental groups to ensure that air quality and climate change proposals address all of the issues of concern and that the results can be used to implement practical solutions. Alex also supports the Texas’ New Technology Research and Development (NTRD) program, which promotes the development and implementation of new NOx reduction technologies.
In 2000 Alex worked with refinery experts, environmental regulators, environmentalists and professors at several universities to develop a comprehensive environmental audit plan for refineries. Those refineries with the best environmental performance are identified using an independent, industry sponsored audit of refinery pollutants (including emissions that cause global warming). The audit also assesses how well refineries assist customers (including drivers like you and me) to reduce emissions. The refineries with the highest audit scores would become eligible for emission credits, greater access to permits and other competitive advantages acceptable to regulators and environmental groups.
Alex earned his B.S. in Chemical Engineering from UT-Austin, his M.S. in Analytical Chemistry from UI-Urbana, and his M.S. in Behavioral Sciences from the University of Houston-Clear Lake. Alex worked in Cameroon, West Africa as a Peace Corps Volunteer Leader where he supervised 45 Math/Science Peace Corps Volunteer teachers. He worked for 15 years at Shell's Deer Park Refinery and Chemical Plant as a process engineer, an analyzer engineer and in various other positions. Alex spent three years working on air quality projects for the University of Houston. Alex has taught courses in Sustainability Science to university students.
